Due to these facts established, the study focuses on the best ways through which the government of Uganda would boost innovation and entrepreneurship across the mentioned majority population. Efforts are done to assess the gaps within the initiative, proposals are made and inter-sectors cooperation established.  This is done to provide an explanation that a systemic transformation of the governance process towards transforming the innovation and entrepreneurship challenges in the country would as a result boost innovation and entrepreneurship. Lastly a concussion for further policy reforms and formation is made.
